Lillian E. Fishburne, is the first African American woman to become a Rear Admiral in the United States Navy. She is one of only 41 African Americans who have achieved the honor of being a flag officer in the United States Navy as of January 2010.    Fishburne was appointed to the rank of Rear Admiral by President of the United States Bill Clinton and was officially promoted on February 1, 1998. Rear Admiral Fishburne retired from the Navy in February 2001.

The area was first settled in 1834 by freed African-American slaves and freeborn African-Americans primarily from the U.S. state of Maryland, under the auspices of the Maryland State Colonization Society.
