Police say they started getting complaints two weeks ago. Today they raided the the SPCA shelter just outside Attica and another one in Clarence -- closer to Buffalo. "Cruel is abuse. I don't think you're seeing that type of investigation here," Capt. Steven Nigrelli of the State Police said. "It's just that the conditions because of the volume of animals has become deplorable."
