So this is Karen Fuson and Sybilla Becmann’s recommendation: first start with numbers that might and might not need to be decomposed (regrouped) before students can subtract each digit. Second, have the students do the decomposing before they do the subtraction (Method A). Go through the entire number, checking whether you need to decompose (regroup) for each place.
