Boodle's, founded in 1762. It has been located at 28 St. James's Street since 1782. According to Wikipedia, both Fox and Wilberforce were members, but I don't think Pitt was.

"The Great Subscription Room at Brooks's" by Thomas Rowlandson and Augustus Pugin, 1808. Pitt was a member from the early 1780s, when Fox put him up; but after they parted company politically, I don't think he went there much.
