Leather remnants.  This can be bought online from leather crafters and suppliers.  Watch the shipping cost, though.  Remnants are usually sold by the pound or kilogram.  It's like a box of chocolates, though, "you never know what your gonna get."

Inline skate boots with cracked, plastic tongues.  Notice they are both cracked in the same place with the same angle.  This cracked plastic can dig into the skaters ankle and cause needless pain and bruising.

Use you leather make a lining pattern.  Polar fleece is soft and 2 layers make great padding.  Cut 4 layers (2 for each tongue)  Notice that I have not included the bottom tab in my pattern.

Place 2 layer of polar fleece on right side of leather.

Stitch 2 layers of polar fleece to right side of leather (top of tongue only)

Flip leather to right side out.
