This is a "Nishiki-e", or multi-colored woodblock print, entitled "Oji Shozoku Enoki O-misoka no Kitsune-bi" ("New Year's Eve Foxfires at the Garment Nettle Tree, Oji") by Ando Hiroshige. This scene in this print is based on a local folk tale. The tale says that all foxes in the Kanto region gathered by the garment nettle tree at Oji Inari shrine in Tokyo on New Year's Eve to receive special titles from the deity.
