A small triangle in the lower right corner of a button in the Tools panel indicates that other tools are hidden behind that tool. One way to get to these tools is hold the Alt (Mac: Option) key and click on the button to cycle through the hidden tools.

Selecting Hidden Tools

One way to duplicate layers is to hold Alt (Mac: Option) and click and drag on the layer thumbnail in the layer’s panel. You can release the mouse button anywhere on the layer’s panel to place the duplicate in between whatever layers you want.
