John Rowland Dacey, the Colonial Secretary, who fought the battle in Parliament for the building of affordable working class housing . The issue was first raised in the 1909 Royal Commission for the Improvement of Sydney, but it was not until NSW voted in its first Labor Government, in 1910, that words turned into actions.
